ASIES:
Es una entidad de servicio, cultural y no
lucrativa, de carácter privado.
Surgida en 1979 y fundada en 1982, la Asociación
de Investigación y Estudios Sociales
(ASIES) adquirió personalidad jurídica
mediante Acuerdo Gubernativo número
608-88, del 2 de agosto de 1988. ASIES está
integrada por personas inspiradas en principios
de respeto a la dignidad humana y la participación
social, e interesadas en la reflexión,
análisis e investigación científica
de la realidad nacional.
Es una entidad pluralista
que guarda absoluto respeto a las distintas
concepciones y actividades políticas,
sociales, económicas y profesionales
de sus asociados. No está vinculada
con ninguna tendencia política. Los
miembros de la Asociación, como personas,
poseen diversos criterios y posiciones ideológicas;
pero en su conjunto, les une el propósito
de establecer un ordenamiento democrático
basado en la justicia, la libertad, la paz
y la solidaridad.
The Asociación de
Investigación y Estudios Sociales
-ASIES- has a thirty years experience. It
is a service, cultural and non-profit entity,
of a private nature, with no political-partisan
links, made-up by persons inspired on respect
for human dignity and social participation,
interested in the reflection, analysis and
scientific research of the national reality.
Its members have different criteria and
ideological positions; they are bound by
the purpose of establishing a democratic
order based upon principles of subsidiarity,
solidarity and the common god, as well as
on the values of liberty, justice and peace.
Vision
The entity shares leadership with other
actors that are representative of the society
with the purpose of contributing to the
promotion of an integral human development
in a democratic State with a Rule of Law
at different forums of reflection, discussion
and proposals of social and political aspects
as well as economic, environmental and cultural
issues of Guatemalan reality, having resulted
from their investigations, studies, consultancy,
public and advocacy activities.
Mission
Exercise a shared leadership with entities
that are representative of the Guatemalan
society in the search and implementation
of ethical and concrete solutions to the
problems affecting the country, based on
rigorous research and studies orienting
the timely and transparent action of public
and private actors, in order to accomplish
a democratic, plural, equitable and fair
coexistence, where the human rights and
the common god become a social reality.
Areas of investigation
From 1990 on, ASIES begins a systematic
process of analysis of the national reality,
drafting proposals for a National Agenda
every four years, which are launched timely
at the beginning of each electoral process
in order to contribute to raise the level
of discussion and analysis of the proposals
by the parties. Within the comprehensive
number of issues of the National Agenda,
the investigative work of ASIES has centered
in the past few years in the following areas:
1. Institutionalism of the State, sub-area
of Human Rights and the Rule of Law (State
Reform, Modernization and legislative agenda
of the Congress of the Republic, Modernization
of the justice and security system, Constitutional,
Municipal and Territorial Regulatory Frame,
Strengthening of the Supreme Electoral Tribunal).
2. Relations between the State and the
Society, sub areas of Political parties
and social organizations (system and institutionalism
of the political parties and social organizations
(System and institutionalism of the political
parties, state of the democratic process
and governance. Electoral System and process.
Democratic Culture). .
3. Social and Economic Development, sub-areas:
Economic order and growth with equity, Social
Security and environmental values (real
sector, public finance, monetary and banking
sector, external sector, politics and labor
laws, environmental policies, tourism strategy
and policies).
4. Education as a fundamental condition
for integral development, sub-area educational
Reform.
5. Foreign Policy and International sub-areas:
Regional Integration, Migrations and International
Cooperation (Migration and remittances,
DR-CAFTA, Central American Integration System
-SICA-, and international cooperation in
Guatemala).
